It looks like a power supply problem. Do the main florescent light come on if they do then the main transformer is most likely good. A common power problem with the S-Plus is the power plug that plugs into the motherboard. It is usually white plug with I think 5 or 7 pins. I would have to look it up for the exact pins but it is easy to spot as it will be the only plug coming from the power box to the motherboard. These pins will 1. Have a bad pin not connecting well or 2. Often the pins on the motherboard where the pins plug into will come loose and need to be re-soldered. I often move the plug slightly just to see if I get power but that could potentially cause a spike and more problems so you may want to just examine it. Either way this plug should be given the machine power. I think 5 and 12 volts is what it should be supplying.
Other things that could cause your problems are a bad MPU but this usually will leave just a zero on the game. A Bad motherboard which mainly consist of the plug I was talking about and then just a bunch of traces. And lastly wiring or the power box which rarely go bad but as these games age could be a problem. The main power switch could have a problem to and may need to be looked at.

Jeremy/ First thanks a lot for your prompt reply.Sorry I neglected to say that yes the florescents do light up.I checked the power plug to the mpu and found what looks like one of the leads had gotten hot (brown discoloration)so I cleaned and replugged properly (was not seated before)but still no power up.Not sure if this was a problem or not.Can you advise on what I could check next?

Jeremy/ While following your suggestion on checking the voltage to mpu the pressure from my probe was enough to help make contact and the rascal fired.I found that by inserting on carefully it maintains contact and should be fine till I can locate a replacement.Thank you for all your help.

You got it that’s great. As I mentioned in an early post I often used to wiggle that plug around to see if the machine got power. But this could cause a spike and damage the MPU. At least you know what it is and it is an easy fix. The hard part would be taking out the motherboard soldering the pin on the back is very easy once out. And repining the pin which may be a bit hard without the right tools but is fairly straight forward.

If the plug was discolored it could be the problem. The pins on the mother board where it plugs in may have come loose and need to be soldered again. This would require taking out the motherboard though.
If you have a multi meter try to read the voltage at the plug. I don’t have a manual for the exact voltages and pins with me but they will be 7 VAC and two 24 VAC with a ground wire and one wire not connected if I remember right. The main thing is to see if you are getting voltage up to that point if not it could possibly be something before the motherboard plug. Although since the games florescent lights are coming on I doubt it is the transformer and it cannot be the main power switch so other than a loose connection I think you will see voltage at the motherboard plug. But it doesn’t hurt to check.
Once the motherboard gets power there should be at least a zero displayed on the LED. There have been rare cases where a motherboard or MPU can cause the LED to not light up but that is very rare.
Something to keep in mind is it may be something else, possibly even simple. Such as the connection to the LED itself. One way to see if the LED has gone bad is to see if the game wants to play in the dark so to speak. If the machines reels spin when you close the door try to insert a coin and hit the spin button if the game plays there is a LED problem. This may be a long shot but does happen.

An IGT S-Plus game with a 12 tilt is a low battery which is a relatively easy replacement. The battery is located on the MPU and is soldered onto the board. It takes very minimal soldering skills to remove it and solder anther battery into place. Once the battery is replaced a 61 tilt code will display hold the white self test switch inside the machine for three seconds close the door and turn the outside reset key and the game should be operating after that.
